There is a real problem when a naval officer doesn't know the birthday of the navy. It is celebrated at every command every year. I'm certain that there was a navy birthday ball at NAS Whidbey Island, where this Naval Flight Officer must be stationed as his hometown was given as Oak Harbor, WA. Additionally, the USCG observes 1790 as its birth year. It was the year the Revenue Cutter Service was established by Congress. Just another military service not established in 1775. The USCG is a uniformed military service, albeit not in the DoD.

I precalled Norfolk Island in ISLAND PRISONS, so I was disappointed when it was in the clue instead of the desired response.
