Frequently -- dare I say usually? -- in these games, it is explicitly stated that the sheep answer is the one with the greatest number of CORRECT responses. My assumption would be that the rule would hold for the "next-to-sheep" answer as well.

But it's your game. Do what you like.

A couple ways to answer this:

1) As immaf says, most players would have taken those terms to mean the two most popular correct answers. However, there have been some games where the penalty was linked to the most popular answer, sheep or not, and it's unlikely that this confusion affected anyone's responses. It might be simplest to go with whatever you meant by that rule when you wrote it.

2) As an abstract matter of gameplay, it is probably better to allow popular incorrect answers to be included. You wouldn't want a scenario in which only one person has a correct response to mean that all wrong answers also get singletons.

Geography
2. Name a bridge that connects the island of Manhattan with another piece of land that is not on the island of Manhattan.
Basically, I want to eliminate overpasses and other tiny bridges which have both ends on the island of Manhattan.

And here is the first instance of the most popular answer being incorrect. I decided that for this TD, "Most popular response" implies "Most popular correct response" since it wasn't otherwise specified.

Did you know that this is a different bridge from the the more famous George Washington Bridge?

Not a chance. I wrote Washington in being too lazy to write George Washington. I had no idea I was stumbling onto a singleton. For this west coaster it was name a bridge I've heard mentioned in TV shows or movies. If I had been real lazy I might have written the GW, since I have heard that as well.

Go figure. At least I got a singleton on the Third Avenue Bridge, it's partner bridge -- Willis = Northbound, Third = Southbound, both connecting the FDR with the Major Deegan/Thruway. (Has anybody ever figured out who Major Deegan was? ;) )

I really don't expect it to last, just consider me keeping the place warm for someone else. I figured since I know nothing about NY bridges (other than the obvious Brooklyn Bridge, but didn't know if it qualified, if it did it may have sheeped), and the fact that I knew I could get tricky and get a couple of easy singletons on the Australia question (I was positive Jervis Bay Territory would be a singleton), I figured I could at least do good on geography (always my wheelhouse, so much so that I'm always the blue pie in Trivial Pursuit). But, I know there's a question coming up where I made a very obvious, incredibly laughable error in one question that's a guaranteed wrong answer, so, as I said, I'm not expecting to stand on the podium at the end of the day, even if they do play my national anthem when I'm on the podium!

I think I'm learning that the way to win is to pick the most obvious answer, since no one else will. How the Willis Avenue bridge could be the most popular answer is beyond me.

I picked Willis Ave since in my younger and poorer days, it was an easy toll free way to get into Manhattan from CT. I am truly surprised anyone else would know it.

If you do not specify a number and there were more than one Holy Roman Emperor of that name, I am going to assume you meant the first.
Note: Some were never actually crowned by the Pope, so technically they were only Holy Roman Emperors-Elect (or something) these will still count.
Also, for a while the title was officially “Emperor of the Romans” (not holy enough I guess), but these count too. This, however does not give you license to use an emperor of the original Roman Empire or Eastern Roman Empire.

That 1312 year was a WAG, but I had nothing to lose. I knew Charles the Bald from the old Civilization computer game, which ranked your performance by identifying you as one of a number of world leaders. A ranking of "Charles the Bald" was somewhere in the middle.
