The clue about "living people not being normally on stamps" reminds me of a story from a stamp store -- I was buying some supplies for my first wife, and she collected them.
His comments were directed at stamps for milestones in the space program in the 1960. He said the Post Office / Postal Service's stance was "that wasn't Neal Armstrong walking on the moon. That was a generic unnamed astronaut walking on the moon." In other words, celebrating the event, not the person.
IIRC, other than deceased US Presidents, I think the rule used to be that someone had to be dead 10 years before they could be put on a stamp. That might have changed, though.

Maybe, but I wouldn't take it. The clue asked for an image "depicting" an "event." "Raising the flag" is more responsive than just the place (but is also not good enough).
