I know it's an iffy theory for FJs this week, but I considered and rejected UN because it would just be too obvious. It'd be like a category of Current Presidents with a response of Donald Trump...

The UN Charter obviously doesn't have any language specifically referring to terrorist organizations or terrorist acts. And if there existed some provision of the UN Charter that could be "invoked" in response to a mass attack on civilians, then why would it not have been used before 2001? Aside from which, the UN is famously bureaucratic and slow to act; it would be unlikely to make any important decision in just one day, especially considering that its Headquarters had been evacuated.

Article 5 of the UN Charter: "A Member of the United Nations against which preventive or enforcement action has been taken by the Security Council may be suspended from the exercise of the rights and privileges of membership by the General Assembly upon the recommendation of the Security Council. The exercise of these rights and privileges may be restored by the Security Council." It has never been applied,

I saw Titanic twice in the theater when it came out and I saw it in 3D in 2012 and I I'm sure I've seen it on video a couple of times. It is a serious question whether Rose died at the end of the movie, but I had no doubt that she intentionally threw The Heart of the Ocean into the ocean. Does someone know of that being a controversy that she accidentally dropped it?
