Agreed. Pittsburgh is insubstantially culturally distinct from Cleveland. If Northeast Ohio is Midwest, so is Western Pennsylvania.
By that logic, someone could argue that Santa Barbara is part of the Midwest.

They could, but it would only cause me to wonder whether they'd been to both Cleveland and Santa Barbara.

My Midwest starts west of Lake Erie, so everything pretty much west of Toledo is the Midwest. How far west you may ask? I include ND, SD, Nebraska, and Kansas.

Some include the state of Ohio or have it defined by the Ohio River. That's just too much to me.
