Sounds like "Hi the Northwest " to me. I know, sometimes our accent is incomprehensible.
ETA: I don't consider Idaho part of the Northwest, but you can't blame a guy for trying.

A fellow from Boise related this tale of his travels earlier this week. When he was in a coffee house in Amsterdam not too long ago, a local started chiding him about the geographic ignorance of Americans and how they couldn't find the Netherlands on a map. The American promptly walked up to a world map hanging on the wall and pointed right at it. He turned back and challenged the Dutchwoman to point out Idaho, which being five time larger that the Netherlands should be easy to find. She walked up to the map, got flustered and walked away muttering, "It's somewhere in the middle." Being even further Northwest than Reddpen, I'll pipe in here: I'm pretty sure this is an individual shout out, thusly: "Hi, Lenore Thwest." Which explains why an Idahoan might be confused for a Northwesterner. All just a simple mistake.

A running regional joke holds that Idaho is a state with three capitals: Boise, Salt Lake City and Spokane.
Moscow is in the panhandle, which culturally identifies much more strongly with eastern Washington than it does with the rest of Idaho. And you can't blame them; it's separated from the rest of the state by a few substantial mountain ridges, and it's in the Pacific Time Zone to boot. So it's unsurprising that someone living in the Panhandle would consider himself in the Northwest.
But there's one thing that all Idahoans share, be they Vandals, Broncos, Bengals, Vikings, miners, farmers, ranchers (cattle, sheep or emu), skiers, fishermen, or what have you. And that's the good old Idaho Spud candy bar. Mmmmm, chocolaty, marshmallowy, coconutty goodness. Nothing else I'd rather rot my teeth on.

He is saying, "Hi, Inland Northwest." That's a name locals use for eastern Washington and northern Idaho. We very much consider ourselves part of the entire Northwest, no matter what outsiders think.

To set the record straight: I said "Inland Northwest," because that's the term I've heard used since I moved here (Fall 2005). Inland Empire seems to have fallen out of favor. Might be wrong, but I seldom hear it called that. I will say that "Inland Northwest" sounds like something a Chamber of Commerce came up with. It's like, "We're not really the Northwest, but 'the Northwest' is marketable!"

Vanya, the PNW (in my mind at least) has always comprised WA, OR and ID. And Pete's right: the road between Moscow, ID and Pullman, WA used to have one of the highest death rates in the nation.
Now I see it's been answered by the man himself. Outbuzzed again...

I can affirm that "inland northwest" is definitely a phrase used in the area, having lived in Pullman for 11 years. That's also what I hear Mark saying. It does sort of smack of something made up by advertisers or politicians, though. You're much more likely to hear it used in a radio commercial than by a human being in a normal conversation.

It looks like we had another Inland Northwesterner contestant this week in Clayton Hanson, and yet again the word "Inland" in his Howdy is elided over so as to make it unrecognizable...
