I'm not 100% on either challenger's last name. Whisper likes "Rowe" and "Barrow". My research of Arizona newspapers brings up citations for "Chip Roe" in the 80s and "Chip Rowe" in the 90s, so I'm going to use the former. There are about six different names that Phil's last name could be. I can't tell between "Barrow", "Barrell", "Barrel", "Berrell", "Berrel", or "Beryl". His interview says he had once worked as an aide for Sen. Proxmire (D-Wisc.)

Here is some additional evidence:
The above snippet from a 1986 issue of the alumni magazine for Arizona State's Thunderbird School of Global Management. That seems to match Chip the contestant being introduced as a cellular communications specialist two years prior. And here is a picture of Rowe from the Thunderbird School's 1975 yearbook, along with the image that you posted:
This is indeed the same Chip Rowe that I had previously suggested. I haven't been able to find anything that connects him with golf, though. As for the collegiate golf player that you found, here is his rather colorful obituary, and here are two images for reference (from the July 16, 1969 and July 14, 1970 editions of the Poughkeepsie Journal, so taken at the ages of 14 and 15):
That obituary describes Roe as being particularly tall, in case that does or doesn't match what you were able to see in the episode.
